LOCATION FOR THIS EVENT IS NOT YET CONFIRMED but will be announced here on this event page.

Panel organized by Amb. Luis C.deBaca (ret.), GLC Robina Fellow in Modern Slavery

Introductions: David W. Blight, GLC Director

Moderator: Karin Zipf, Professor of History, East Carolina University

Panelists (all former Involuntary Servitude and Slavery coordinators in the Civil Rights Division):

* Bruce Berger (Professorial Lecturer, Department of Literature, American University)

* Susan King (Deputy Attorney General, ret., State of California)

* Luis C.deBaca (GLC Robina Fellow in Modern Slavery; head of the State Department’s Office to Monitor and Combat Trafficking in Persons during the Obama Administration)

The problems of modern slavery and human trafficking are of great concern throughout the world within activist, policy, and academic circles. How the multiple dimensions of coerced labor and sex came to be defined legally as “human trafficking” is little understood, however. This panel will explore late-twentieth century investigations and prosecutions in the Civil Rights Division-Criminal Section’s Involuntary Servitude & Slavery (ISS) Program (later renamed the Human Trafficking Prosecutions Unit). Although these cases had great impact on U.S. law and policy, their impact has been lost within the scholarship surrounding modern anti-trafficking efforts. The panelists all served as federal Civil Rights prosecutors in the period leading up to the US Trafficking Victims Protection Act and the UN “Palermo” Protocol, which launched the issue of modern slavery and human trafficking into international prominence.
